NTT leads $500 million fund: Japan bets on the future of all-optical network and AI integration

Japan's NTT, together with multiple industry giants, has set up a $500 million fund to accelerate the integration of IOWN all-optical networks and AI, targeting optoelectronic integration, AI semiconductors, and next-generation AI models to reshape future network architecture.

Japanese telecommunications giant NTT is preparing to establish an investment fund of approximately $500 million, named the "IOWN AI Fund," aimed at accelerating the commercialization and ecosystem development of its innovative optical wireless network (IOWN) technology. According to reports from the Yomiuri Shimbun, the fund will have NTT, SK Group, Chunghwa Telecom, and the Development Bank of Japan as core partners, and has already attracted interest from tech giants such as Toshiba, Sony, and Fujitsu, as well as financial institutions including Mitsubishi UFJ Financial Group, Sumitomo Mitsui Banking Corporation, and Mizuho Bank. The fund is scheduled to be formally established within this month and will invest in startups across North America, Asia, and Europe, with a focus on optoelectronic fusion technology, AI semiconductors, and next-generation AI models tailored for the IOWN architecture.

IOWN (Innovative Optical and Wireless Network) is a network vision proposed by NTT in 2019, with the core goal of shifting the traditional network architecture that relies on electronic signal processing entirely toward photonic technology, achieving end-to-end optical communication. Although current optical fiber backbone networks use optical signals for transmission, they still require conversion of optical signals into electrical signals at switching and processing nodes, creating a performance bottleneck. IOWN aims to completely eliminate this conversion step, thereby significantly reducing power consumption and increasing transmission speed and capacity. Against the backdrop of surging energy consumption in generative AI data centers, the energy efficiency advantages of all-optical networks are particularly critical. In 2024, NTT and Chunghwa Telecom successfully deployed a 3,000-kilometer submarine IOWN link, achieving a one-way latency of only 17 milliseconds, verifying the long-distance feasibility of the technology.

The establishment of this fund marks a critical turning point for IOWN, transitioning from the technology research and development phase to building an industrial ecosystem. By uniting telecommunications, semiconductor, and financial giants from East Asia, NTT is creating a cross-border strategic alliance aimed at fostering a global startup ecosystem for all-optical network technology. In particular, investments in AI-native models and optoelectronic fusion semiconductors directly address the rigid demands of future AI infrastructure for low-latency, high-bandwidth, and low-power networks. From the perspective of the industrial competitive landscape, Japan is attempting to leverage its first-mover advantage in optical communications through IOWN to reestablish its influence in next-generation network standards, differentiating itself from the U.S.-led cloud networks and Europe's open network routes.

Notably, the lineup of Japanese companies participating in the fund spans a wide range of fields, from communication equipment to semiconductors, and from finance to comprehensive electronics, reflecting a high degree of consensus among Japan's industrial sector on the prospects of all-optical networks. This "national system" style of capital collaboration has precedents in Japan's recent semiconductor revitalization plans, and the IOWN AI Fund further extends it to the network infrastructure domain. If the fund can successfully catalyze competitive all-optical network chips and AI models, Japan may occupy a key position in the next decade's cycle of AI infrastructure.In the future, the commercialization of IOWN will face multiple challenges such as technology standardization, cost control, and compatibility with traditional IP networks. However, against the backdrop of exponential growth in AI computing power demand and increasingly stringent global energy constraints, the energy efficiency advantages offered by all-optical networks are gradually shifting from a "technical ideal" to a "commercial necessity." NTT's $500 million bet is not only a corporate-level technology investment but may also become a key step for Japan to reshape its network leadership in the global technology competition landscape.
